This leads to heightened alerts around the palace and a stunned team at the beginning of a fight. Try to make use of cover, only going out in the open when there aren't enemies out in the open. Getting ambushes often stuns enemies and gives the team a chance to perform an All-Out Attack.

Battles in Persona 5 Scramble are fast-paced, and the tide can turn in an instant. One bad move can lead to a party member being KO'ed for the duration of the fight.
