Moves are the manifestation of a Pokemon's powers. Pokemon are special creatures in their fictional universe because they can manifest some kind of energy, often related to their type, into attacks, defenses, power-ups, or hindrances for either themselves, their teammates, or their opponents. These are called moves, and they can be learned by Pokemon naturally through growth, can be bred with moves, or moves taught through tutors, Technical/Hidden Machines, or Technical Records
Most Pokemon have a fairly large range of moves, or "movepool", that they can learn from. Certain Pokemon, like Magikarp, Feebas, or Metapod, have a very narrow movepool. However, others can learn just about every Pokemon move under the sun, and those are the Pokemon we are looking at today as we count down the 10 Pokemon with the largest movepools.
10 Alolan Raichu
We start with Alolan Raichu, the Alola-native version of Pikachu's evolved form, Raichu. Alolan Raichu is distinct from Kanto Raichu in many ways, but its most notable distinction is the fact that Alolan Raichu is Psychic and Electric-Type instead of just Electric-Type.
This gives Alolan Raichu access to a whole range of moves that Kanto Raichu cannot learn, and that's what puts Alolan Raichu on this list. It can learn useful moves such as Psychic, Future Sight, and Calm Mind, which Kanto Raichu cannot. All in all, Alolan Raichu can learn a total of 128 moves.
9 Chansey/Nidoking/Nidoqueen/Rhyperior
In this slot, there's actually a four-way tie between Chansey, Nidoking, Nidoqueen, and Rhyperior. Many Normal and Fairy-Type Pokemon from Generation 1 have always had a massive movepool they could access, and Chansey is no exception there. Nidoking and Nidoqueen, both of which are Poison and Ground-Type Pokemon, are largely similar outside of their gender and some design choices, so it makes sense that they would learn the same moves.
Rhyperior, a Rock and Ground-Type Pokemon, is a bulky heavy-hitter that has graced with an often confusing movepool which has included things like Flamethrower, Hydro Pump, and Blizzard. In any case, these four Pokemon are tied at 130 moves.
8 Wigglytuff
Wigglytuff is another Generation I Normal-Type Pokemon that later received the addition of Fairy-Type with Generation VI. Like Chansey, it could always learn a wide variety of Fire-Type to Ghost-Type to Ice-Type moves. Wigglytuff is a versatile puffball that can lay down the law almost whatever type you want.
Wigglytuff is the evolved form of Jigglypuff, which received its fair share of fame from its antics in the Pokemon anime as well as the Super Smash Bros. series of games. When exposed to a Moon Stone, Jigglypuff evolves into Wigglytuff. As of Generation VIII, Wigglytuff can learn 131 moves.
7 Arceus
Arceus is the godhead of all Pokemon, so it only makes sense that this creature can learn a large variety of moves. If anything, it's actually a little weird that it's not higher on this list, but it's a generation behind due to its absence from Sword and Shield a well as its expansions.
Arceus was introduced with Generation IV and can actually become any type of Pokemon when given one of 18 Plates. Its signature move, Judgement, changes to whatever type of Plate that Arceus is holding at the time. There was even a Fairy-Type Plate that was introduced with Generation VI. As of right now, Arceus can learn 132 moves.
6 Blissey
Blissey is the evolved form of Chansey. Chansey evolves into Blissey when its friendship with its trainer is strong enough and Chansey levels up. Given that Blissey is the evolved form of Chansey, it adds up that it would have access to more moves than its prior form.
Blissey is historically a Special Defense tank with a fairly piddling physical Defensive stat, which is a problem given its weakness to the Fighting-Type. That said, Blissey can use moves like Psychic to ward off Fighting-Type opponents. Blissey can learn a total of 133 moves.
5 Gallade
Gallade is the alternate evolved form of Kirlia introduced in Generation IV. If a male Kirlia is exposed to the Dawn Stone, it evolves into Gallade. Gallade is a Psychic and Fighting-Type Pokemon with a powerful physical Attack stat that contrasts Kirlia's other evolved form, Gardevoir--a Psychic and Fairy-Type Pokemon.
Gallade can learn from all manner of Technical Machines and Technical Records, but it can learn even more moves from a vast array of tutor moves it gains when it evolves into Gallade. This Blade Pokemon can learn a total of 135 moves.
4 Mewtwo
The clone of Mewtwo that turned on its creators, Mewtwo has one of the most powerful Special Attack stats in all of Pokemon. It was famously the antagonist of Pokemon: The Movie and Mewtwo Strikes Back, and it has been in three Super Smash Bros. titles. Mewtwo was also given two different Mega Evolution forms in Mega Mewtwo X and Mega Mewtwo Y.
Unsurprisingly, Mewtwo has a vast well of moves he can learn from. Mewtwo can learn a total of 138 moves.
3 Clefairy
Clefairy is a cute star-shaped Pokemon that also originated in Generation I. It was originally a Normal-Type Pokemon, like Jigglypuff, but Clefairy was later switched to a pure Fairy-Type with Generation VI. Clefairy can be found at night sometimes in the Mt. Moon region of Kanto.
Oddly enough, the Ghost and Poison-Type Gengar has the same silhouette as Clefairy, which has been speculated upon several times by fans over the years. That odd little factoid aside, Clefairy can learn a total of 142 moves.
2 Clefable
Clefable is the evolved form of Clefairy and was once also a pure Normal-Type Pokemon before being changed to a pure Fairy-Type in Generation VI. When Clefairy is exposed to a Moon Stone, it evolves into Clefable.
Despite the type change, this Fairy Pokemon retained access to its massive movepool, as it can learn a total of 146 moves as of Generation VIII.
1 Mew
Longtime Pokemon fans were surely unsurprised by this one. Mew, the 151st Pokemon from Generation I, has always been able to learn more moves than any other Pokemon in existence. Mew can still learn all Technical Machines and Technical Records from Generation VIII.
For a long time, Mew was only obtainable through special events, though it's been given more distribution routes in recent years. Mew can learn a total of 249 moves.
